Passed on February 15, 1988, by the Twelfth Knesset.


Art. 1

The State Control shall be under the authority of the State Comptroller.

Art. 2.

a) The State Comptroller shall carry out a review of the economy, the assets, the finances, the commitments, and the administration of the State, of the Government Ministries, of every enterprise, institution or corporations of the State, or the local authorities, and of other bodies or institutions, which were defined by law as subject to the review of the State Comptroller.

b) The State comptroller shall examine the legality of the activities, the integrity, the proper management, the efficiency, and the frugality of the inspected bodies, and every other matter which he might consider necessary.

Art. 3

A body subject to the review of the State Comptroller shall provide the Comptroller without delay, at his demand, with information, documents, explanations, and other material that in the opinion of the Comptroller he requires for the purpose of the review.

Art. 4

The State Comptroller shall investigate public complaints concerning bodies and persons as determined by law, or according to it. In this capacity the State Comptroller shall serve under the title of "Ombudsman".

Art. 5

The State Comptroller shall fulfill additional functions, as prescribed by law.

Art. 6

In the fulfillment of his functions the State Comptroller shall be accountable to the Knesset alone, and shall not be dependent on the Government.

Art. 7

a) The State Comptroller shall be elected by the Knesset in a secret ballot. The election arrangements shall be determined by law.

b) The term of Office of the State comptroller shall be seven years.

c) The State Comptroller shall serve for a single term of office only.

Art. 8

Every Israeli citizen, who is a resident of Israel, is eligible to be a candidate for the office of State Comptroller. A law can determine additional conditions for eligibility.

Art. 9

The elected State Comptroller shall declare and sign the following declaration of allegiance:

"I pledge to maintain allegiance to the State of Israel and its laws, and faithfully fulfill my office as State Comptroller".

Art. 10

The budget of the State Comptroller's Office shall be determined on the basis of the proposal of the State Comptroller by the Knesset Finance Committee, and shall be published together with the State Budget.

Art. 11

The salary of the State Comptroller, and other payments that will be paid him during his term of office or subsequently, or to his heirs after his death, shall be determined by law, or by means of a decision of the Knesset, or of one of its Committees authorized by the Knesset for this purpose.

Art. 12

a) The State Comptroller shall maintain contact with the Knesset, as determined by law.

b) The State Comptroller shall submit to the Knesset reports and opinions within the sphere of his duties, and shall make them public, all in a manner and with restrictions determined by law.

Art. 13

The State Comptroller shall not be removed from office, save for one of the following:

1) He is permanently unable to fulfill his post for health reasons - on the day on which the Knesset decided so, in a decision adopted by at least the majority of its members, following a procedure determined by law;

2) Due to conduct that is inappropriate to his status as State Comptroller - on the day on which the Knesset decided so, in a decision adopted by a majority of at least three quarters of its members, following a procedure determined by law.

Art. 14

Should the State Comptroller be unable to fulfill his duties, a substitute for the Comptroller shall be appointed in a manner, and for a period as determined by law.
